I am not 100% clear on the issue you observe. What SAP Solution Manager product version and support packages are you on, please?
First, to be able to process normal change, the assigned maintenance cycle needs to be in the phase Development with Release, right. In this phase, transport requests can be released.
Second, as far as I know, the normal change roughly follows this process:

The requests for normal changes are released by setting the change document to status To Be Tested (-> transport of copies will be created and changes are transported to QAS).
The change document is set to status Successfully Tested. Only then, the transports requests can be imported into PRD.
The aforementioned page in SAP Online Help says:
"Via the document flow, [...] navigates to the task list and triggers the import to the production system.
To be able to trigger the import, the maintenance cycle must be in the Go Live phase. Only then can the transport to the production system take place. [?] You can change phases in the maintenance cycle via the Actions dropdown list in the change document." Also: "Normal changes can be created in the test phase of a maintenance cycle, but the corresponding transport requests cannot be exported".
Please let us know further details and maybe outline the steps leading to the unexpected system behavior.
