[peopletools-l] Integration Broker Error Message - 'Unable to Find a Routing Corresponding to the Incoming Request Message'

Integration Broker throwing error message "Unable to find a Routing corresponding to the incoming request message." when connecting to third party application.

When we do test using Sendmaster everything works fine. We double and triple checked name of the service operations, etc. and seems all good. Users have correct permissions on Anonymous node. Any setup that we are missing on PeopleSoft side?

I have spent tons of time but don't know what is going on. Any help would be great.
