[sap-basis] Port HTTPS (SMICM) not Startup After Reset

In the SAP ECC 6.0 Win2003 SqlServer 2005 we set SMICM the port HTTPS for an electronic invoicing system certificates, the problem is that every time down/up SAP instance, you must set (SMICM) the HTTPS port, please any of you have a suggestion on how to fix this so that automatically activated when go up the instance of SAP.
